Have BotRoyale @mention users that signed up for a daily tournament, 5-10 minutes before that tournament starts.

People have been bothered by missing daily tournaments, and signing up for them is no longer required, so why don't we make signing up for a tournament into a notification system. It's opt-in, so we don't bother the larger player base with a role ping, and it gives people a reason to sign up.
